The purpose of the Cross Connection Program is to protect the City of Arlington water supply system by eliminating potential sources of contamination resulting from illegal cross connections and backflow. This includes commercial properties and certain residential situations (sprinkler systems, swimming pools).

Arlington Cross connection testing
A cross connection is a connection between a potable drinking water supply and a possible source of contamination or pollution. Under the provisions of the Safe Drinking Water Act of 1971, the Environmental Protection Agency (EPA) established national standards for safe drinking water. Each state is required to enforce the various regulations of the Safe Drinking Water Act and how it relates to its state laws.
To meet these provisions, the Texas Commission on Environmental Quality (TCEQ) on January 1, 1996, enacted a state law which requires the public water suppliers to implement and enforce the Cross Connection Control Program requirements are located in the Texas Administrative Code (TAC), Title 30, Chapter 290 of the Rules and Regulations for Public Water Suppliers.
Backflow Prevention Questions
Pursuant to itle 30, Texas Administrative Code, Section 290.44, it is the responsibility of the cities to protect its drinking water supply by instituting and enforcing a cross connection program. The program includes the installation of backflow prevention assemblies where deemed appropriate or necessary.
Why use a certified backflow tester?
All certified testers must be registered. A certified backflow tester will have taken the training and met the requirements of the Texas Natural Resource Conservation Commission guidelines which are defined by the Texas Administrative Code.
